Data verified June 2026

Do You Need an IDP in Russia?

Required — Mandatory for All Foreign Drivers

Russia requires all foreign drivers to carry an International Driving Permit alongside their valid home license. Russian traffic police (DPS) frequently conduct roadside document checks, and driving without an IDP can result in fines and your vehicle being impounded. All major rental agencies enforce this requirement at the counter.

OSAGO Insurance

All vehicles on Russian roads must carry OSAGO (mandatory third-party liability insurance). Rental companies include this in the rental price. If bringing your own vehicle into Russia, you must purchase OSAGO at the border or in advance. Driving without OSAGO carries a fine and potential vehicle seizure.

Driving Rules in Russia

🚙

Drive on the Right

Russia drives on the right side with left-hand-drive vehicles. Overtaking on the right is prohibited. At intersections without signs, traffic from the right has priority. U-turns are prohibited at pedestrian crossings.

Extreme Winter Driving

Winter tires are mandatory from December through February. Studded tires are permitted October–April. Temperatures can plunge below −30°C in Siberia. Always carry emergency blankets, food, a flashlight, and keep your fuel tank above half.

🍴

Zero Alcohol Tolerance

Russia has a strict 0.03% BAC limit — effectively zero tolerance. Penalties include fines of 30,000 RUB and license suspension for 1.5–2 years. DPS officers regularly set up sobriety checkpoints on highways.

🕐

Speed Limits & Vast Distances

Urban: 60 km/h. Highways: 90 km/h. Motorways: 110–130 km/h. Moscow to St. Petersburg is 700 km. Expect long distances between fuel stops in Siberia and the Far East. Speed cameras are widespread on major routes.

Renting a Car in Russia

Car rental is widely available in Moscow and St. Petersburg, with more limited options in smaller cities.

📋

Required Documents

IDP (mandatory), original home license, passport, and credit card. Minimum rental age is typically 21 with at least 2 years of driving experience. Some agencies require age 25+ for premium vehicles.

💰

Typical Costs

Economy cars from 2,500–4,500 RUB/day. Full insurance (KASKO + OSAGO) adds 800–1,500 RUB/day but is strongly recommended given road conditions. Fuel costs approximately 55–60 RUB/liter.

“Driving across Russia from Moscow to Kazan was the trip of a lifetime. The DPS pulled us over twice for document checks, and both times having the IDP from RoadSeal made everything smooth. Without it, we would have faced serious trouble. The distances are enormous but the scenery is unforgettable.”
